Part of Russia-US dialogue on Ukraine proceeds behind closed doors — RIAC director

MOSCOW, August 24. /TASS/. A substantial portion of the negotiations between Russia and the United States regarding Ukraine continues to unfold behind closed doors, Ivan Timofeyev, Director General of the Russian International Affairs Council (RIAC), has told TASS.

When asked whether US envoys Steve Witkoff and Jared Kushner possess an understanding of how to resolve the conflict, Timofeyev responded: "Much of the negotiation process remains confidential, which is understandable; it’s a normal part of diplomatic efforts. However, we have yet to observe any tangible results. This indicates at best a stagnation in the process."

He cautioned against overemphasizing the roles of specific individuals - such as Witkoff and Kushner - whose planned visit to Russia, according to a TASS source, has been postponed. "It’s positive that there’s some activity on the American side and attempts - albeit through trial and error - to identify a workable approach. This contrasts with the approach of the Biden administration, which has not engaged in such efforts. But making attempts is one thing; achieving results is another. We have yet to see any," Timofeyev emphasized.

He further explained that the core challenge in resolving the conflict lies not in the personalities of the negotiators but in structural obstacles. "The conflict itself is highly complex, and devising an algorithmic solution will be extraordinarily difficult. Therefore, the main issue is not individual actors but the structural constraints that create a formidable challenge for any diplomat," he concluded.

Earlier, a TASS source indicated that Witkoff and Kushner’s visits to Kiev and Moscow have been postponed - for now, citing unspecified "reasons.".
